The thrift store also provided a skirt. Tough to find one big enough, but there was one (a bit large, actually) in the right color. It was full-length when I started. Cut away half the length and add some notches for the odd Roman effect. Then hemming it was a snap with Steam-A-Seam. Some blue fabric cut from another thriftstore find that matched the jacket provided all of the necessary striping material.

More staring at Galactus pictures and it was time to play jigsaw puzzle with the blue fabric. Then attach everything with a lot more Steam-A-Seam! Have I mentioned I love this stuff?
Finally, the boots. Boot spats, really. Everything for these came from a trip to the local drugstore: a cut-up plastic binder, some thinner plastic binder sleeves, and translucent plates all converged thanks to sticky-back Velcro.

Incidentally, there wasn't so much a definite plan for making all this into boots as there were just some general design ideas. Things developed as they went along. I got lucky; as it happened, the first set of ideas worked out really well and there was only one major change along the way to how it would all assemble. They ended up looking great!
